About the Institute:

The Kenya BioVax Institute is a State Corporation tasked with the manufacturing, packaging and commercialization of specialized Health Products and Technologies (HPTs) that include vaccines, therapeutics and other biomedical products.

Job Purpose:

The Strategy and Planning Manager will be responsible for coordinating the strategy formulation, execution; strategic planning and performance management, monitoring and evaluation, risk and quality management systems in the Institute.


  1. A minimum period of ten (10) years relevant work experience and at least three (3) years in a supervisory position;
  2. Master’s Degree in any of the following fields: Economics, Statistics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;
  3. Bachelor’s degree in any of the following fields: Economics, Statistics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;
  4. Leadership Course not lasting less than four (4) weeks from a recognized institution;
  5. Member of professional body in good standing where applicable;
  6. Demonstrated high standards of professional competence and managerial ability;
  7. Proficiency in computer application skills; and
  8. Fulfills the requirements of Chapter Six (6) of the Constitution.

Key Duties & Responsibilities

  1. Oversee development, implementation and review of procedures, standards, guidelines and protocols related to strategy and planning services;
  2. Spearhead the development, execution, evaluation, reporting and review of the Institute’s Strategic Plan;
  3. Initiate and supervise corporate, business and Institute’s performance contract reviews, and recommend strategic interventions;
  4. Monitor the implementation of Institute’s policies, standards, guidelines and procedures;
  5. Offer technical advice in matters pertaining to Strategy and planning;
  6. Develop internal monitoring, evaluation and reporting system;
  7. Oversee monitoring, evaluation, verification, analysis of work plans, and progress reports;
  8. Cultivate a risk management culture to ensure all material risks are identified, analyzed and mitigated;
  9. Coordinate the development of risk management tools;
  10. Oversee assessments and implementation of the strategic risk management plan;
  11. Coordinate and guide the Board on management approach of risk appetite and tolerance;
  12. Oversee performance management in the Institute with key focus on the Institute’s Scorecards;
  13. Guide identification and implementation of institutional flagship projects geared towards realization of Vision 2030, Sustainable Development Goals (SDGs) and other national strategies;
  14. Coordinate the development and compilation of periodic performance reports;
  15. Articulate the Institute strategic priorities through planning, monitoring and evaluation of new and ongoing projects and strategic initiatives;
  16. Develop change-management programs within the Institute; and
  17. Facilitate training and research in the division.

The successful applicant will be appointed for five (5) year contract term and may be eligible for reappointment as per the Kenya BioVax Human Resource Policy and Procedures Manual.
